Mr. Albert’s experience includes over 11 years EMR and more than 30 years executive level project management. He has many years experience with acute and post-acute settings, is familiar with several ambulatory care systems. As a military Project Manager he helped design the PMP criteria for the certification program, conducted PMP training programs, and has implemented and managed several of the country’s largest information technology initiatives and centers in the defense and healthcare sectors; a knowledgeable, business leader with strong experience in all aspects of system design, development, selection, contract negotiation, process improvement, operations, budget and staff management, workflow design, process improvement, strategic planning and change management.
He is considered a leading healthcare EMR expert for the State of Connecticut, and as an EMR and Health Information Exchange (HIE) implementation lead, built the first fully integrated continuum of care EMR across a large integrated delivery network health provider. He was the first to implement 100% Computerized Physician Order Entry (CPOE), e-signature and other key "Meaningful Use" measures and functions in the State. He is well versed in performance metrics, clinical integration, decision support, disease management and business intelligence.
He has been acknowledged through numerous local and national awards for highly successful team building and group motivation skills as well as for outstanding project management, leadership and organization of local, regional, national and international technology projects worth over $1 Billion; able to communicate effectively, between technical configurations and functional business needs, at all levels of the organization from the executive table to the engineering “bullpen”. He has proven expertise in process, workflow and performance improvement and is a leader in compliance regulations and issues involving HIPAA, ARRA/HITECH, e-Discovery, Red Flag Rules, etc.
