 Mr. Allen has over 13 years experience in the field of insurance regulatory law, 8 of which have been as a government regulator and 5 in the health insurance industry. Of the 5 years in the health insurance industry, 3 were as a Chief Executive Officer (CEO) and 2 as a regional general counsel responsible for several HMOs.
At the Pennsylvania Insurance Department he served as the Director of Licensing and Financial Analysis, where he was responsible for the review of insurance company mergers, acquisitions and startups, and regulation of insurer solvency. He actively participated in a national committee to draft model investing rules for life insurance companies, and served on task forces that enabled managed care in Medicaid and integrated delivery system models to be attempted within Pennsylvania.
His career has spanned virtually all types of insurers including life, health, HMOs, PPOs as well at property and casualty. During his career, Mr. Allen has established a reputation as an expert in change, merger and acquisition integration, and turnaround management. He has successfully managed many major projects such as new product approvals, entry into new markets, withdrawal from unprofitable markets, M&A integration and divestiture.
Academically, he performed his undergraduate work at the University of California, Berkeley and achieved his Juris Doctor (JD) at Dickinson School of Law in Pennsylvania. Personal interests include art, fitness, travel, and investing.
